There was a printing error in the Election issue of the Newsletter. Below is the accurate information:
Current two-year terms of office for three Harper’s Choice Village Board seats expire on April 30, 2023. Three Board of Director nomination petitions were received from Ann DeLacy, Joel Hurewitz, and Jennifer Medillin. Per the Harper’s Choice Community Association bylaws, if the number of nominations is less than or equal to the number of vacant director positions, the qualified nominees shall be deemed to be elected by the members and the Board of Directors will appoint the nominees to the director positions. The terms of office for the three nominees will be May 1, 2023, through April 30, 2025.
An Annual Meeting will be held virtually on May 2, 2023, from 6:30 p.m. – 7:00 p.m. In establishing a ten percent quorum for the holding of the Annual Meeting, if the number of members (Harper’s Choice residents and property owners) represented in person or by proxy is insufficient, another meeting may be called as authorized by Section 11B-111(6) of the Maryland Homeowners Association Act. By a majority vote, the members present, either in person or represented by proxy, may call an additional meeting which shall occur not less than fifteen days after the Annual Meeting by giving ten (10) days’ notice of the time, place, and purpose of the Continued Annual Meeting. Notice shall be by posting on the homepage of the Association’s website. Additionally, the Association shall provide notice by electronic mail to those who have signed up to receive electronic communications. At the Continued Annual Meeting, the members present either in person or by proxy, shall constitute a quorum and may approve or authorize any action which could have been taken had a sufficient number of members been present in person or by proxy at the Annual Meeting. Pursuant to Section 11B-111(6)(v), any amendments to the Association’s Bylaws shall only be effective if the 10 percent quorum in person or by proxy is achieved. The Continued Annual Meeting will be held virtually. Immediately following the Annual Meeting, the Board will convene the Organizational Meeting (see below for instructions to join the meeting(s)).

ANN DELACY
I have either lived or worked in Columbia or Howard since 1972. During my years in Howard County, I was employed by Howard County Public Schools as a teacher for 33 years. From 2005-2011 I was the elected President of the Howard County Education Association and retired from HCPSS. From 2012 -2016 I was elected to the Howard County Board of Education. Over the years I was a member of the 2014 Class of Leadership Howard County. I volunteered for Neighbor Ride for 8 years and in local public schools in numerous capacities. I served previous terms on the Harper’s Choice Village Board. Basically, I care about my Community and want to make a positive difference. The CA Board’s decision on the CEO President prompted me to run.
JOEL HUREWITZ
In my two terms on the HCCA Village Board, I have advocated to CA, Howard County, the State Delegation, and/or Councilmember Deb Jung regarding: a better location for the North Columbia Fire Station, neighborhood centers, tot lots, pools, budgets, stream restoration, bike lane and e-scooter legislation, and safer pedestrian crossings and speeding on Eliots Oak. For the upcoming Longfellow Water Main project, I am urging the County to make improvements to selected cul-de-sacs and install conduit for future electric vehicle chargers at the townhouse communities. I also opposed “Elections in Villages of Columbia” HB1024.
I have worked to improve HCCA procedures on meetings, minutes, and elections, and a priority is to update HCCA’s Bylaws.

JENNIFER MEDILLIN
Hello, my name is Jennifer Medillin. I have lived on 5218 Eliots Oak Road since 2009. I am interested in becoming a board member for our Village of Harper’s Choice because I am passionate about improving the quality of life for our community. As a member of the board, I would have the opportunity to work collaboratively with other members and village staff to develop and implement initiatives that address the concerns and needs of our residents. I believe that my skills and experience in leadership, problem-solving, and communication will enable me to make a positive contribution and help create a better neighborhood for everyone.
