The Community Association’s primary responsibilities include providing information and referral services, advocating for our residents and upholding the Harper’s Choice Covenants. Snow Removal – The County is responsible for clearing snow on all county streets. According to Howard County code, residents are responsible for clearing sidewalks in the public right-of-way adjacent to their homes within 48 hours after snow stops falling.
